31.08%

of active Offers have no manual-review node.

That is 101 of 325 active Offers in release sha256:51774ef93d0480f16acd9ed5efb36fff8b319b36713228b0e646e22815452926. The other 224include at least one manual decision or external-verification step.

What this means—and what it does not

“No manual-review node” means the complete rule tree uses only structured predicates or constants. It does not mean every founder qualifies, every required company fact is present, or vendor approval is automatic. A structured predicate still evaluates to unknown when the caller does not supply its required fact.

Reproducible method

  1. Load the exact Catalog release named above.
  2. Keep every Offer whose lifecycle is active; this is the denominator.
  3. Walk every eligibility tree recursively through all, any, and not.
  4. Place an Offer in the manual bucket if any leaf is manual; otherwise place it in the structured bucket.
  5. Divide the structured count by the denominator and round to the nearest basis point.
